Ëze-cèfe Fêqê (/ˈëze/ /ˈcèfe/ [dumb (speechless)] [jewel; gem; pearl]) is a subtropical Town located in the Yêmëcê Zone of the Union of Engineers.

The name Ëze-cèfe Fêqê is derived from the Iron Elvish language, as Ëze-cèfe Fêqê was founded by Chodred Glèbm, who was culturaly Iron Elven.

Climate

Ëze-cèfe Fêqê has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 24°C (75°F). Ëze-cèfe Fêqê receives an average of 201 cm/y (79 in/y) of precipitation, most of which comes in the form of rain during the fall. Ëze-cèfe Fêqê covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2788 m (9146 ft) above sea level.

Overview

Ëze-cèfe Fêqê was founded durring the early 13th century in winter of the year 1237, by Chodred Glèbm. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Chodred Glèbm.

Ëze-cèfe Fêqê was built using the conventions of Iron Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Ëze-cèfe Fêqê is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Ëze-cèfe Fêqê is is constructed arround a series of narrow canals mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The town's frontieer-style defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

A look around Ëze-cèfe Fêqê has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine with the simple fact that it is abundantly clear Ëze-cèfe Fêqê suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye. Regardless, you do not feel it would be wise to remain in Ëze-cèfe Fêqê long.

Civic Infrastructure

Ëze-cèfe Fêqê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ëze-cèfe Fêqê. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ëze-cèfe Fêqê's parks.

Ëze-cèfe Fêqê has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ëze-cèfe Fêqê.

Ëze-cèfe Fêqê has a first rate hospital which caters to anyone in need of long term medical care.

Ëze-cèfe Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ëze-cèfe Fêqê's natural decorations nor waterways.

Ëze-cèfe Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Ëze-cèfe Fêqê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Ëze-cèfe Fêqê's chapel was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

Due to the actions of local Kami, summer is skipped in Ëze-cèfe Fêqê.

The Frog, Killer (3pp) near Ëze-cèfe Fêqê are known to be almost tame, such that they can be put to domestic use.

Ëze-cèfe Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Conjuration energies of tier 2 via moments of science.

History

In time immemorial, reportedly some time during the early 2nd century, Ëze-cèfe Fêqê was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Ëze-cèfe Fêqê lost 299 people, 376 livestock, and 70 buildings. The conflict ended after roughly 175, when members of Ëze-cèfe Fêqê's militia enacted an operation to defend a particular influential figure, and ensure they remain out of enemy hands. The operation was complicated by the officers in charge fight among themselves, weakening the army as a whole. The conflict ended with needing to break through the enemy's lines, which ended in a crushing defeat for Ëze-cèfe Fêqê's forces. The war is remembered in legend by Ëze-cèfe Fêqê's bards, historians, and legend keepers.
